Rob Scott

President
Rob Scott joined Birdon in November 2021 to lead business strategy, future direction, performance and growth in the United States. Prior to that he held a variety of executive management and operational roles with Bechtel Group Inc. In his last role with Bechtel, Rob helped set up and lead Bechtel’s Operational Technology Cybersecurity Business Unit. In addition, during 2020 he also led Bechtel’s COVID-19 Crisis Response Team answering a national call for help in planning and responding to the pandemic through Alternate Care Facilities. Prior to joining Bechtel in 2011, Rob had a distinguished 21-year career in the United States Marine Corps. Rob graduated with a Bachelor of Science degree in Political Science, from the United States Naval Academy in Annapolis, MD. He is also a certified Project Management Professional from the Project Management Institute and served as a Commandant of the Marine Corps Fellow (Executive Fellowship) at the Center for Strategic and International Studies (CSIS). Rob has also received numerous honors and awards, including the Legion of Merit and Bronze Star medals. Rob volunteers to help transitioning veterans find apprenticeships in the construction field and as an Executive Board Member for Give an Hour®, a nonprofit focused on providing free and confidential mental health care to those who serve, our veterans, and their families. Rob currently lives in Houston, TX with his wife Gabriela and together they have four children.

Chief Financial Officer
Ben has over 20 years experience across a diverse range of sectors within the Finance industry. Ben has worked in Investment, Commercial and Corporate banking as well as Analyst roles in Sydney and London. He has expertise in Commercial Risk Analysis, Financial and Project Reporting, Contract Management, Strategy and Planning. Prior to joining Birdon, Ben held the position of Director and Shareholder of a Financial Services Firm in Port Macquarie. Ben’s exposure to a variety of industries and his strong commercial awareness ensures the delivery of practical and beneficial outcomes to Birdon’s clients and stakeholders.

Jaime Martinez

VP Compliance
Jaime joined Birdon America, Inc. in February 2023 and provides legal oversight and compliance for all programs and business development, while leading the effort to bring on the very best to the Birdon team through recruitment, onboarding, training, and workforce development and ensuring delivery of human resource services across numerous business operation locations. Jaime brings a unique balance of organizational leadership experience, building human capital, and applying legal acumen in both the private and public sectors. He has been appointed to numerous state agencies to serve as legal director, general counsel, and chief of staff. At the community level, he has served as executive director of statewide programs bringing real-time solutions for non-profit ventures. And in his recent commercial experiences, he has served as the chief operating officer and general counsel for supply chain startups under Amazon and in support of military contracts. Jaime is a former Soldier and veteran of numerous combat operations with the 82nd Airborne Division and the 4th Infantry Division; while not operationally deployed he served as a policy advisor in the Office of the Secretary of Defense, Secretary of the Army, Office of the Vice President, National Security Council, and the Senate Armed Services Committee over his 26-year Army infantry career. Jaime is an attorney in good standing who earned his Juris Doctorate from the George Mason School of Law (now the Antonin Scalia School of Law) in the evenings and weekends while on Active Duty. His interests include developing alpaca hybrid farming ventures while providing pro-bono legal services and being a national advocate for improving mental health services and programs for veterans and survivors. A Chicago native, he resides in Denver, Colorado, and is an adventure hiker and an environmentalist.

Dallas Vincent

Financial Controller
Dallas joined Birdon America in 2022 as their financial controller. In this role, he’s responsible for leading the accounting/finance team and the development of Birdon’s financial systems, processes, and reporting to match the organization’s growing scale. Dallas brings broad financial and commercial experience from director roles in the engineering consulting and fire protection construction industries. Dallas was also previously a director in KPMG’s merger/acquisition consulting practice, leading teams through fast-paced projects focused on financial, tax, and commercial diligence. Dallas resides in Denver and calls the surrounding mountains his home.

Carine Beleyi

IT Compliance Manager
Carine joined Birdon in January 2022 as the IT Compliance Manager, and is responsible for managing vendor audit processes, reviewing firm contracts, and maintaining and assisting in the development of security policies and procedures. Carine additionally supports Birdon’s security review process on an overflow basis from intake through closure and coordinates with the information security officer to arrange necessary follow-up for system vulnerability scans, facilitating any recommended remediation items and tracking any compliance efforts. Carine’s substantive technical background and experience allows her to confidently serve as the backbone of the Birdon IT Department, and she is often called upon as the subject matter expert for information security principles and practices. Carine graduated with a Bachelor of Science degree from Northeastern Illinois University and is working on her Master’s in Cybersecurity from the University of Colorado. She currently resides in Denver, Colorado with her two children.

Jim Ducker

BEB/NAMJet Program Manager
Jim Ducker is the Program Manager for the Bridge Erection Boat and NAMJet Birdon America where he is responsible for the Denver Operations and Business Development opportunities. Jim joined Birdon in 2012 and he has served in many executive roles while leading the company through its explosive growth over the past ten years. Under Jim’s leadership the company has established itself as one of the most capable marine oriented small businesses in the United States, allowing it to compete against much larger businesses as a prime contractor for defense and commercial contracts. Prior to joining Birdon, Jim was Chief Operating Officer for Swiftships Shipbuilders in Morgan City LA where he led a company financial and operational reorganization that resulted in the successful delivery of delivering on a US Navy FMS program for 35M Fast Patrol Boats for the Iraqi Navy. Jim is a Colorado native and attended The University of Colorado at Denver majoring in accounting. He has three children and currently resides in Aurora with his wife Tracy.

Dennis Hancock

MLB Program Manager
Dennis Hancock joined Birdon America Inc in February 2022. Dennis is responsible for leading the 47’ Motor Lifeboat (MLB) Service Life Extension Program (SLEP) as Birdon delivers the next generation MLB capability to the United States Coast Guard. As the MLB SLEP Program Manager, Dennis leads a cross-functional integrated program team responsible for MLB refurbishment in Bellingham, Washington and Portland, Connecticut. Dennis is able to leverage a wide range of experiences gathered while serving on active duty in the Army, as a civilian member of the Department of Navy Acquisition Corps, and thirteen years with BAE Systems. These experiences position him to lead this bi-coastal site program to deliver the 47C MLB to the USCG. Dennis holds a Bachelor of Science degree in Business Administration Management from Kutztown University, an Executive Master’s Degree of Business Administration from Villanova University, he is a graduate from a Contracts Leadership Program at Cranfield University in the United Kingdom, and holds DAWIA certifications in Program Management, Contracts Management and Logistics Management. Dennis is a proud parent of four children and is originally from Philadelphia, PA, where his family was anchored by service members, police officers, nurses, teachers, and firemen. Having been raised with a sense of service to the community, he served as a non-commissioned officer in the Army for over 13 years. Dennis, and his wife and youngest son, reside in Portland, Connecticut.
